When I hear, see or realize that there is a specific, great need that someone is in a position to receive help, I offer it as soon as possible. If that person accepts, I do the best I can to help; if that person rejects receiving help, I also accept that . I have realized several times in my life that the help offered is not pleasing to the other, hence it is not appropriate to carry the offer to any greater length.
